Cosmetics quality test

Overview

The ‘Cosmetics’ are defined as the goods that are used on human bodies to maintain or enhance the health of skin or hair or make a person look more attractive by cleaning and beautifying the body. However, this does not include the items subject to the definition of medicines in Item4, Articl 2 of the Pharmacological Act.

A ‘functional cosmetics product’ is a cosmetics product according to Item 1 above and, at the same time, falls into any one of the following definitions, as per the decree of the Ministry of Health and Welfare.
  • A product that helps the user with the whitening of the skin
  • A product that helps with the improvement of the skin
  • A product that helps with tanning the skin beautifully or protecting the skin from UV rays

Information on the quality tests in accordance with the related laws and regulations

  1. 01If a cosmetics producer or importer commissions the quality test of the cosmetics products it produced or imported to a quality test agency designated by the head of the MFDS as per Article 17 of the Cosmetic Act, it is allowed that such a cosmetics producer may not have its own test laboratories, equipment, and instruments. (Item 4, Article 5 of the enforcement rules of the Cosmetics Act)
  2. 02A party that wishes to import or produce a functional cosmetics product must have each type of such products evaluated by the MFDS for safety and effectiveness, including but not limited to the safety evaluation in accordance with Article 4 of the Cosmetics Act). Any cosmetics products that is not so evaluated shall not be allowed to be produced, imported, stored, or put in display for sales purposes or sold, as per Article 13 (the prohibition of sales or production) of the Cosmetics Act.
  3. 03A cosmetics producer or importer who imports or manufactures cosmetics products shall make sure that the quality test as per the specifications in Article 8 of the enforcement rules of the Cosmetics Act are followed. The importer/producer shall also prepare, furnish, and archive the quality control records for three years from the date or production/import.
    In the case of a producer/importer without its own testing facilities, it shall request KTC, which is designated as the independent cosmetics quality management test agency, to conduct a test after producing or importing a cosmetics product. Such a product shall be allowed to sell in the market only after the product passes the test.
Quality Test and Quality Control
  • Quality test : Conduct a test after the product is produced, or, in the case of importation, after the pre-customs clearance report is issued. (See the application forms in the download section.)
  • General quality control : The tests for quality control before or after production or importation.

The process and required documents for requesting a test

For quality test, you must sign a ‘cosmetics test outsourcing agreement’ with our institute to make a rest request.
  1. 01. Reception

    Submission of the samples
    By courier, in person / refer to the required amount of samples for cosmetics.
    Preparation of the request documents
    Submit the request document after checking the serial number, specification, EDI, and number of samples, etc.
    Payment of the fees
    Make payment using credit card online or in person. Check the number of samples and corresponding fees.Link

  • Prepare the quality test request for a cosmetics product. (Indicate the name of the product, product volume, serial number, date of production, sample test items, and quantity, etc.)
  • A copy of the business registration certification (for the initial test request)
  • A copy of the pre-customs clearance report (EDI) ( in the case of an importer)
  • A copy of the production log or manufacturing log (in the case of a producer)
  • Test criteria and methods (for functional cosmetics)
  • Test samples
  • Test fee

  • Six heavy metals (lead, arsenic, mercury, antimony, cadmium, and nickel)
