The CB certification of IECEE (international accreditation and foreigners certification support)This is an international accreditation program for product safety for electronics and electrical products. According to the IECEE/CB scheme, this international mutual recognition arrangement allows achieving accreditation in other countries among the 43 member states without repeated tests. The IECEE (IEC System for Conformity Testing and Certification of Electrical Equipment) was launched as a result of the merger between IEC and CEE, which was established in 1946 for promoting international trades between European member states through mutual test recognition.

The IECEE allows the recognition of the test results among its member states, so that the accreditation process, which now functions as a non-tariff trade barrier, can be streamlined to promote international trades and reduce the workload of the testing agencies of the member states.
Especially, IECEE is the only global-scale organization that provides certifications on the safety of electrical products. The member states of this program include many countries in Europe, such as the UK, Germany, and France. As of November 2002, the total number of member states is 43, with 54 NCBs. There 132 test agencies in the world, with the number of NCBs and member states increasing every year.
The CEE standard, which was designated as the technical standard for IECEE, is mainly composed of the requirements related to safety. The standard has not been updated since 1982, while all most all standards are selected from the IEC standard starting from 1989. In most cases, the national standards in effect in each member state are more demanding compared to the IEC standard. Therefore, there are differences with the IEC standard. However, the gap between these standards is narrowing, and most EC countries are now choosing the EN standard, which is aligned with the IEC standard.

About the IECEE-CB certification program and South Korea's participation

The IECEE-CB certification program (or the CB scheme) is an international certification program aiming for mutual recognition of the test results of the member states of the IECEE. In this program, the certification of electrical products is conducted in the same test methods according to the IEC standard, so that they can be accredited with an internationally recognized certificate.
With this scheme, the IEC standards are accepted as the national standards as it is in many countries, mostly European. Once a CB certificate is obtained according to the IEC standard, it is now possible to obtain the certification in all CB member states, which are using the same standard (43 countries, as of 2002) without any additional test. This revolutionary scheme, as w a result, is now an essential program for exporting electrical or electronics.

Expected benefits
  • The CB certification program is a multilateral arrangement, where the CB reports issued in South Korea under this program can be recognized as it is in other member states so that the international credibility of the domestic testing agencies can be secured.
  • Without paying extra fees for repeating the same tests in different countries, one domestic certification may be recognized in any number of CB member states by going through simple documentary reviews; it will take significantly less time to launch in foreign markets in a timely manner.
  • Due to the EC unification, the CE-mark program is now enforced. Therefore, CB certificates are now being accepted in all European countries, so that it is now an essential condition to launch a newly manufactured product in the European market.
  • Since KTC has been recognized internationally as a CB testing and certification agency, the organization will proceed with an MOU as an equal party with foreign testing agencies, so that now it is possible to achieve certifications in multiple countries with only one CB testing.
  • By aligning the domestic safety standards with the IEC standards, a certification system that is aligned with the international standards is now in effect for the safety management system of domestic electrical products, promoting mutual recognition with other countries and the exportation of South Korean products, by strengthening their position in global competition.
The advantage of getting a CB certificate in South Korea
  • Can make rapid corrections for technical issues due to the ease of communication and the absence of a language barrier.
  • Lower cost in sending and receiving the samples, along with less associated expenses for certification (about 50% compared to using foreign agencies); takes less time (the certification process can be completed within one month); can prevent the leakage of the technical information on the new products.
  • Now that we launched IECEE/CB-FCS (Full Certification Scheme) in South Korea, it became much easier to rely on domestic testing agencies, as the program is now switched to an umbrella recognition basis covering the quality management system and follow-up management of the manufacturer.
  • With the international recognition of the reliability of the testing agency of South Korea, South Korean businesses now no longer need to spend too much money as they did when they had to rely on more expensive foreign testing agencies, while they can negotiate with their partners in an equal position.
