KTC Secures Foothold for Entry into Latin America by Preemptively Targeting Peru’s EV Charging Infrastructure and Standards Market

The Korean Testing Certification Institute (KTC) is set to accelerate global market entry for Korean companies by taking charge of the establishment of electric vehicle (EV) charging infrastructure and policy consulting in Peru, a key hub in the Latin American eco-friendly mobility market. KTC has announced its selection as the final operator for the “Pilot Operation of EV Charging Stations and Policy Consulting in Peru” project, organized by the Korea Energy Agency.

This project focuses on demonstrating an integrated “solar-ESS-EV charger” system optimized for Peru’s local climate and power conditions, as well as consulting for the establishment of related systems. The initiative will proceed until December 2028 with a budget of approximately KRW 1.1 billion, led by KTC and joined by Hyundai Solartec, a renewable energy specialist, to simultaneously drive technology demonstration and policy consulting.

Key tasks include: building and demonstrating an integrated fast-charging system linked to solar power; validating technical feasibility through local power grid data analysis; supporting the development of Peru’s national technical standards (NTP) and legal metrology guidelines; organizing training in Korea for policy makers and transferring NDC MRV (Nationally Determined Contributions Measurement, Reporting, and Verification) management know-how; and planning follow-up Official Development Assistance (ODA) projects.

This project is regarded as an advanced technology cooperation model, exporting not only equipment but also Korea’s cutting-edge mobility technology and institutional frameworks as a package.

The Peruvian government is currently driving robust policies—such as tax incentives and mandatory adoption of EVs in the public sector—to rapidly expand the adoption rate of eco-friendly vehicles by 2030, in line with its national EV mobility strategy. As achieving the NDC for climate crisis response has become a national priority, standardizing reliable charging infrastructure and establishing robust greenhouse gas reduction measurement systems have emerged as urgent tasks.

Peruvian authorities—including the Ministry of Energy and Mines (MINEM) and the National Quality Institute (INACAL)—are expediting the introduction of EV charger performance evaluations and legal metrology systems to block the influx of indiscriminate low-cost products and ensure healthy market development.

According to global market research agencies, the Latin American EV charging infrastructure market is a “blue ocean” anticipated to achieve over 20% average annual growth. Within this region, Peru—along with Chile and Colombia—leads the transition to eco-friendly mobility, and there is strong preference for Korean companies’ high-quality charger manufacturing technology and operational systems.

Accordingly, the transfer of Korean standards and systems through this project is expected to serve as a decisive turning point for domestic machinery, parts, and charger manufacturers in overcoming local technical barriers and increasing market share.

KTC plans to leverage this project as a strategic foundation for Korean companies to proactively respond to regulatory requirements in Latin America. Furthermore, KTC will plan additional follow-up projects, such as establishing a "Type Approval Laboratory for EV Chargers in Peru," in order to solidify its position as the hub for disseminating Korean technical standards throughout the region.

Through these efforts, KTC will establish a comprehensive support system to resolve technical difficulties Korean enterprises commonly face in testing and certification procedures and to expedite certification acquisition.

President Seong-Il Ahn of KTC emphasized, “This project goes beyond simple infrastructure support, as it organically combines demonstration, standardization, and carbon neutrality management know-how into an advanced technology cooperation model. As KTC has been selected as the final operator, we will fully mobilize our unparalleled testing and certification capabilities to lead Peru’s eco-friendly mobility transition and ensure Korean companies secure global competitiveness without being hindered by regulatory barriers.”
