KTC Designated as Korea's First Clean Hydrogen Certification Testing and Evaluation Organization

Korea Testing Certification institute (KTC) has been designated as the first clean hydrogen certification testing and evaluation organization in Korea.


The Ministry of Trade, Industry and Energy (MOTIE) introduced a system to measure greenhouse gas emissions generated in the process of producing and importing hydrogen and certify it as clean hydrogen and provide incentives if it emits 4 kilograms of carbon dioxide per kilogram of hydrogen or less, in accordance with the amendment to the 'Act on Fostering the Hydrogen Economy and Safe Management of Hydrogen' (hereinafter referred to as the Hydrogen Act) to systematically foster the hydrogen industry and safely manage hydrogen.


As a clean hydrogen certification test and evaluation organization, KTC will provide test and evaluation services such as evaluating and verifying the entire process of greenhouse gas emissions, inspecting key field data and facilities such as hydrogen production, issuing evaluation results reports for clean hydrogen certification, and checking whether certification standards are maintained.


On February 29, the Ministry of Trade, Industry and Energy held a 'Clean Hydrogen Certification System Briefing' to help companies understand the clean hydrogen certification system and support smooth utilization of the certification service.


The event was preceded by a comprehensive business agreement between certification bodies for the development of the clean hydrogen certification system, which will be launched in 2024. It means that the three organizations will help create a clean hydrogen ecosystem while laying the foundation for clean hydrogen certification, which is a key means of achieving carbon neutrality.


The main contents of the agreement include △ various tasks for the development and operation of the clean hydrogen certification system, △ various tasks for smooth implementation of the clean hydrogen certification system and convenience for users of the certification system, and △ policy recommendations and business discovery to foster the clean hydrogen ecosystem.


The briefing session provided information on the operation of the clean hydrogen certification system and pilot projects, explanation of the legal system related to the certification system, screening procedures for clean hydrogen field facilities and field data, how to fill out a clean hydrogen preliminary review consulting application, and a demonstration of emission calculation methods and calculation tools.


"Hydrogen and carbon reduction are the 13 strategic areas of KTC's management, and we are working closely with related organizations to develop the industry," said KTC President Ahn Sung-il. "We will continue to support the production of clean hydrogen, strengthen the competitiveness of domestic companies and export, and spare no effort to create a relevant ecosystem so that Korean companies can lead the international market in the clean hydrogen industry."


Meanwhile, in order to promote the early settlement of the clean hydrogen certification system, a preliminary review consulting pilot project will be conducted as part of the clean hydrogen certification infrastructure construction project.
